Cause
An attempt to access the specified Cluster Manifest File failed.
Action
Verify that the specified Cluster Manifest File exists and is accessible by root. If necessary, run 'crsctl create member_cluster_configuration' in a Domain Services Cluster. Once the Cluster Manifest File has been verified to exist, retry the installation.
