Cause
There was an error setting Oracle Clusterware to rolling upgrade mode.
Action
Use the command 'crsctl check crs' to verify that the Cluster Ready Services (CRS) is active, and inspect the accompanying Clusterware-specific error messages to see if there is a correctable problem. If so, correct the problem and retry the 'crsctl start rollingupgrade' command. If the problem persists, contact Oracle Support Services.
