Cause
An attempt to start a resource on a server failed because the server needed additional CPUs to satisfy the CPU requirement of the resource.
Action
Change the placement policy of the resource to expand the server selections, change the CPU requirement of the resource, or add more CPUs to the server to which the resource is directly assigned.
