The Cluster Time Synchronization Service is in Observer Mode.
Cause
The Cluster Time Synchronization Service is deprecated as of Oracle Database release 23ai and will report when the time on cluster nodes is not in sync but will make no attempts to synchronize it.
Action
Configure a time synchronization service that is available for your operating system, and ensure that it is synchronized with the same reference time on all nodes.
