Failure to use /bin/rpm to read startup method.
Cause
Oracle High Availability Service was unable to determine if system initialization depends on systemd. Real-time permissions may be impacted.
Action
Check 'systemctl status oracle-ohasd' for further details. It is possible the RPM database is corrupted.
