Resource group 'string' cannot be started on server 'string' because the server is not in either 'string' or 'string' server pools.
Cause
The resource group's placement policy only allows it to run in the specified server pools. An attempt was made to start it on a server assigned to a different pool.
Action
Either use a different server or set the value of SERVER_POOLS to *, which will allow the resource to run on any server.
