unable to get the last active timestamp
Cause
The crsctl query failed because the last active timestamp could not be retrieved. Either the clusterware stack was down, or the requesting user was not root (UNIX) or Administrator (WINDOWS).
Action
Bring up the clusterware stack using the command 'crsctl start crs' and retry the query or retry the query as a privileged user.
