The instance (string) is not open on the local node. This may result in partial delete of Oracle database.
Cause
The mentioned database instance is in '%s' mode. Database instance needs to be open in order to cleanup the database and corresponding datafiles completely.
Action
Open the database on local node. Alternatively, run this operation on the node where database instance is open.
