DBCA does not support moving a database from a higher version to a lower version.
Cause
The database compatible parameter is set to a version '%s' higher than the target Oracle Home version '%s'.
Action
Ensure that the database version is lower or compatible with the target Oracle Home '%s' version, then retry the operation.
