Database initialization parameter open_links is set to 0 (zero) on the specified target database 'string'.
Cause
This operation requires database link to be created on target database. Hence the above mentioned initialization parameter to be set to non-zero value.
Action
Update the open_links initialization parameter to non-zero value on the specified target database %s and then retry the operation.
