Cause
The database configuration does not contain a path to the password file or there is no password file in $ORACLE_HOME/dbs/orapwdbName.
Action
Ensure that the database configuration includes the password file path or create a password file called 'orapwdbName' in the $ORACLE_HOME/dbs/ directory.
