Cause
The Oracle Grid Infrastructure has not been installed on the system.
Action
If provisioning of the system is in progress, verify that the Oracle Grid Infrastructure has been installed. If it has not, clean up the system and execute the command again. If provisioning is not being performed or the infrastructure has been installed, contact Oracle Support.
