Cause
An attempt to connect using the database link failed because the network protocol used for the database link is disallowed.
Action
Either set the value of the outbound_dblink_protocols initialization parameter appropriately to include the required protocol or change the protocol used by the database link to conform to the protocols allowed by the outbound_dblink_protocols parameter.
