Full table access is restricted by Oracle Virtual Private Database (VPD) policy.
Cause
The command required full table access but the user was not SYS and did not have the privilege to bypass VPD policies.
Action
Grant appropriate privileges, or change the policy function so that it returns a NULL predicate under certain session environments.
