Cause
The rekey or activate operation of the master key failed because the keys were in the External keystore (OKV/KMS), but the configuration indicated that the keys were in the FILE wallet.
Action
If using WALLET_ROOT, set TDE_CONFIGURATION to OKV|FILE. If 'FILE' configuration is intended for migration to the FILE wallet, migrate to the FILE wallet.
