Cause
The name must be unique across all end users, application identities, data roles, database users, database roles, and Real Application Security principals.
Action
Choose a different end user, data role, or application identity name. Review existing database users, database roles, end users, data roles, application identities, and Real Application Security principals by querying the DBA_USERS, DBA_ROLES, DBA_END_USERS, DBA_DATA_ROLES, DBA_APPLICATION_IDENTITIES, and DBA_XS_PRINCIPALS views.
