Leaf nodes cannot be a part of the Flex Cluster without GNS.
Cause
LEAF nodes require GNS to be configured in an Oracle Flex Cluster.
Action
Specify only HUB nodes to proceed Or You can configure GNS and continue to specify LEAF nodes to be part of Flex Cluster.
