Oracle Clusterware is not upgraded to string version.
Cause
There might be an error in starting the Oracle Clusterware stack on the some of the nodes or there might be unreachable node(s) which are part of Oracle Clusterware.
Action
Examine the log file %s on each failed node to determine the reason for the Oracle Clusterware stack not upgraded to current release version. The unreachable nodes can be upgraded by following the manual steps as detailed in the documentation.
