The Oracle home location provided in the command line is not correct.
Cause
The Oracle home value set in the command line %s is not textually the same as %s (identified by the installer from the GSM Setup command).
Action
Specify the correct Oracle home location through the ORACLE_HOME command line variable. If you do not set it, the Installer will specify the right one.
