Cause
At attempt to get list of Kafka 'topics' living in a Kafka 'cluster' failed.
Action
Check the status of the Kafka cluster associated with the DBMS_KAFKA application by calling DBMS_KAFKA_ADM.CHECK_CLUSTER.
