invalid value for MANDATORY_USER_PROFILE parameter
Cause
An attempt was made to specify a profile for the MANDATORY_USER_PROFILE parameter, which does not exist as a mandatory profile in the root container (CDB$ROOT) of a multitenant container database (CDB).
Action
Check DBA_PROFILES to see if a profile exists as a mandatory profile and specify a valid value. Only CDB Common profiles created as mandatory profiles using the CREATE MANDATORY PROFILE DDL statement are allowed as valid values for the MANDATORY_USER_PROFILE parameter.
