Shard DDL cannot be executed as SYS because the following databases are either not available or do not support encryption: string.
Cause
An attempt was made to execute shard DDL as user SYS. This is insecure unless it can be encrypted.
Action
Either execute the DDL as another user, or update the listed shards or catalog so that they can support encryption. Shards and the catalog must be secure to make this check.
