Cannot start MLE because the amount of available PGA memory in the PDB is insufficient.
Cause
The amount of memory allocated to the Program Global Area (PGA) using PGA_AGGREGATE_LIMIT is too low in this Pluggable Database (PDB), preventing Multilingual Engine (MLE) from starting.
Action
Increase the amount of PGA memory available to the PDB either by raising the PGA_AGGREGATE_LIMIT parameter or by reducing the PGA memory consumption of other workloads in the PDB.
