PL/SQL: Interface call failed between the PL/SQL package and a binary executable.
Cause
The PL/SQL Interface Control Document (ICD) of the package was incompatible with the binary executable in the Oracle Home.
Action
This Is usually the result of a recent upgrade or downgrade where the current PL/SQL package is not compatible with the existing binary executable. If it is unclear which package is causing the issue, contact Oracle Support.
