Cannot connect to partner database.
Cause
An attempt was made to connect to the partner database for a per PDB Data Guard operation, but the connection attempt failed.
Action
Ensure the partner database is available and accessible. Check the Data Guard broker (DRC) log and alert logs of both databases for further details. Retry the operation once the database is available and accessible.
