PRIVATE_JDBC package not available in server for this connection.
Cause
Starting in 12c database, the JDBC driver uses a PL/SQL PRIVATE_JDBC package for specific server-side tasks.
Action
Recreate the PRIVATE_JDBC package if it has been removed by accident.
