Change tracking was enabled, but a problem was encountered while enabling the change tracking subsystem in this instance. The alert log and the trace file from the Change Tracking Writer (CTWR) process contains more information about the error.
Action
Examine the trace and alert files. Correct the error if possible, otherwise disable change tracking and contact Oracle Support.
