Capture process might not haven been started properly or was aborted.

If Oracle GoldenGate or XStream capture process was stopped, then restart the capture process. Otherwise, query the DBA_CAPTURE view to determine the reason and take the appropriate action. If the error is ORA-4031, either increase the initialization parameter STREAMS_POOL_SIZE or increase the capture parameter MAX_SGA_SIZE or increase both. Refer to the XStream documentation for additional information on these parameters.
