cannot create a capture in CDB root when database has a DGPDB
Cause
An attempt was made to create an Oracle GoldenGate or XStream Out capture in a multitenant container database (CDB) root on a database where a Data Guard per Pluggable Database existed and this was not allowed.
Action
If possible, create the capture from within the pluggable database (PDB) of interest.
