The parameter string is invalid.
Cause
The specified parameter was either empty or too long. If the DBMS_REDACT.ADD_POLICY or DBMS_REDACT.ALTER_POLICY was invoked and the function_parameters was not NULL, the operation was prevented because you can only specify a value for the function_parameters argument only when the function_type is DBMS_REDACT.PARTIAL.

Specify a parameter of correct length. See the Oracle documentation for length requirements.
