Cause
The master key for the instance is not set.
Action
Execute the ADMINISTER KEY MANAGEMENT SET KEY command to set a master key for the database instance. If the wallet or the keys were moved to the current database, ensure that the required keys and the mapping for the current key are present. Check the database property in PROPS$ for TDE_MASTER_KEY_ID to list the current key ID.
