Cannot string notification directive 'string': The ORACLE RAC Two-Stage Rolling Update 37628454 is not yet complete
Cause
A notification directive cannot be created/altered/dropped until all instances of the cluster have installed the RAC Two-Stage Rolling Update 37628454.
Action
Notification directives can be created/altered/dropped after all instances have completed their RAC Two-Stage Rolling Update 37628454 and ALTER SYSTEM ENABLE RAC TWO_STAGE ROLLING UPDATES has been executed.
