rolling upgrade metadata out of date
Cause
A rolling upgrade operation failed because the timestamp corresponding to the last metadata update is behind the current time on the originating database. This can be caused by a different time zone in use at the target database or by a failure to process a remote request to update metadata.
Action
Consult the DBA_ROLLING_DATABASES and DBA_ROLLING_EVENTS views to identify the offending database. An older UPDATE_TIME for an entry in DBA_ROLLING_DATABASES indicates which database has been identified as being behind. Ensure that the database has been configured to use the same time zone as the original primary and that the database has been started.
