CREATE VECTOR INDEX with HNSW SCALAR QUANTIZATION failed. Cannot create vector index without enabling the required Two-Stage patch.
Cause
An attempt is being made to create a vector index for HNSW SCALAR QUANTIZATION without enabling Two-Stage patch 37956731 and 38586272.
Action
Install and enable the patch on this node and create the index again.
