Cause
Web Coverage Service (WCS) parameter values were invalid, the user had insufficient privileges, or the coverage was already published.
Action
Ensure that all parameter values are not null, the WCS schema has privileges to access the coverage, and the coverage is not already published. The schema of the coverage must grant access privileges to the WCS schema.
