Cannot string directive 'string': The ORACLE RAC Two-Stage Rolling Updates 37684877 or 37628454 are not yet enabled
Cause
A directive cannot be created/altered/dropped until all instances of the cluster have installed either RAC Two-Stage Rolling Update 37684877 or 37628454.
Action
Directives can be created/altered/dropped after all instances have completed their RAC Two-Stage Rolling Update 37684877 (for validation directives) or 37628454 (for notification directives) and ALTER SYSTEM ENABLE RAC TWO_STAGE ROLLING UPDATES has been executed.
