Cause
An attempt was made to set the ROUTE_OUTBOUND_CONNECTIONS property from within a pluggable database (PDB) that was not created as a private endpoint (PE) enabled database.
Action
If you are attempting to set the ROUTE_OUTBOUND_CONNECTIONS property, ensure that the PDB is private endpoint (PE) enabled and retry the operation.
