Failed to open True Cache because there has been an error reading metadata (string) from the primary database string.
Cause
An error happened at the True Cache instance when it tried to read the metadata from the primary either because the primary is down, it has an incorrect version, some system parameter is incorrect or there has been a network error.
Action
Verify that the FAL_SERVER system parameter contains a valid primary server service name and it is open in read-write mode. Verify that the FAL_CLIENT system parameter contains a True Cache service name. Verify that both the primary and the True Cache databases are a compatible version. If this is not the case, contact Oracle Support.
