Changing to mixed in local complex type of non-binary XML schema is unsupported or not permitted.
Cause
An attempt was made to make XML schema changes that were not permitted through in-place XML schema evolution.
Action
Ensure that the XML schema changes specified in the XMLDiff argument to the DBMS_XMLSCHEMA.INPLACEEVOLVE procedure are permitted.
