Cause
The ALTER USER or ALTER ROLE statement was issued specifying CONTAINER=ALL and listing a local user or role among the users or roles to be altered, which is illegal.
Action
If trying to alter a local user or role, specify CONTAINER=CURRENT. If trying to alter common users or roles, remove local users or roles from the list of roles being altered.
