Cause
The specified value for PRIORITY was outside of the legal range:
- The value must be between 1 and 4098.
- If the current container is an application pluggable database (PDB), the value must be greater than that of its application root.
- If the current container is an application root, the value must be smaller than that of its application PDBs.
Action
Choose an appropriate value for the option.
