Cause
Modification of the listener parameter at the non-root container was disallowed because LISTENER_NETWORKS on the root container had SERVICE_SCOPE configured.
Action
Remove the SERVICE_SCOPE configuration in LISTENER_NETWORKS at the root container to use the per-container listener.
