Cause
The database is running in RESTRICTED mode. Only users with the RESTRICTED SESSION system privilege are allowed to login.
Action
Obtain the RESTRICTED SESSION system privilege for the user and retry the operation, or request that the database be started without the RESTRICTED SESSION option.
