cannot assign mandatory profile string to a user
Cause
An attempt was made to assign a mandatory profile to the user. A mandatory profile defined in the root container (CDB$ROOT) of a multitenant container database (CDB) was meant only to enforce the minimum password complexity requirement inside the Pluggable Database (PDB), therefore it was not allowed to assign the profile to database or Real Application Security (RAS) users.
Action
Assign a profile other than mandatory profile.
