Cause
An attempt was made to add a primary shardgroup to a shardspace that already had a primary shardgroup. When Oracle Data Guard or Raft replication are used, only one primary shardgroup is allowed in each shardspace.
Action
Do not add another primary shardgroup to this shardspace.
