Execute synchronize schema operation after reconfiguration of shards completes.
Cause
An operation was executed resulting in reconfiguration of shards, which should be followed by the 'synchronize schema' operation in a federated database in order to see the schema changes in the catalog.
Action
Perform 'synchronize schema' using GDSCTL after the current operation succeeds, and all primary shards are deployed and available.
