Unable to load the sharding wallet successfully.
Cause
The sharding wallet was unable to be opened or the required wallet data was not found.
Action
Validate that the sharding wallet is present in WALLET_ROOT. If running a standby database, verify that the wallet has been correctly updated from the corresponding primary database.
