Cause
An error occurred when initializing with RESOURCE_MANAGER_CPU_SCOPE=SERVER_WIDE.
Action
Change the value of RESOURCE_MANAGER_CPU_SCOPE parameter to a value supported for this environment, such as INSTANCE_ONLY.
