Cause
The request to open, close, start recovery or cancel recovery for the standby PDB failed because the background process DBW0 was too busy. This is never expected to happen and an incident report has been created to capture why the DBW0 process failed to process the request in time.
Action
Try the action again later or use a different instance in the Oracle RAC.
