comment is missing 'string' tag
Cause
A mandatory tag was missing from the comment used with the ALTER SYSTEM SET .. SCOPE=[BOTH|SPFILE] clause.
Action
Add the tag indicated by the error message to the comment. Examples of tags are 'user:', 'date:', 'reason:' eg: ALTER SYSTEM SET "_gc_policy_minimum"=15000
